Whether Sales Tax is included in the price of a product or added to the price of a product is based on the customer's country/state/region. These defaults can be overridden on a per territory basis by navigating to Settings > Sales Tax and adding a "Sales Tax Override" to either select "Use Defaults," which will use the logic in the table below, or "Included in Price" which will indicate to the system not to collect any additional tax because taxes have already been accounted for within the product price.
